Waterloo driveways, lots and sealing

Driveway Paving and Asphalt Services in Waterloo, ON

Kitchener Asphalt Paving Pros paves, replaces and seals driveways in Waterloo for homeowners, student-rental landlords and the businesses in the city's office and industrial parks. We have worked across Waterloo Region since 2013, so we know how the Waterloo Moraine and the City of Waterloo's own curb-cut process change a job here.

Waterloo work differs from Kitchener work in three ways. Rental lots near the two universities park several tenant cars, the City itself cuts every curb, and the west side sits on a groundwater recharge area the Region relies on for drinking water.

Our crews know the city from 1970s back-splits in Lakeshore to newer double driveways in Columbia Forest. We schedule rental jobs around the May and September lease changeovers and commercial lots around office hours.

Waterloo services

Asphalt Paving for Waterloo Homes, Rentals and Businesses

Four jobs make up most of our Waterloo calendar: replacing worn driveways, sealing them, rebuilding rental parking and resurfacing business lots. Each card links to the full service page with specs and pricing.

Driveway removal and replacement

Many Waterloo driveways from the 1980s and 1990s are past their 15 to 25 year life. Our driveway removal and replacement service peels the old asphalt to recycling, tops up the base and paves in a single day for most double driveways.

Driveway sealing

Driveway sealing in Waterloo is most often booked for June through September, when the pavement is warm and dry. Our coal-tar-free asphalt sealcoating costs $0.25 to $0.45 per square foot, with a $250 minimum.

Rental parking pads

Houses split into student units need a surface that takes constant turning and parking. We size the base and layout for the number of cars the zoning allows.

Office and industrial lots

Property managers in Waterloo's business parks hire our commercial paving crews for mill and overlay, full reconstruction and phased parking lot paving that keeps entrances open.

Neighbourhoods

Waterloo Neighbourhoods We Pave In

We work in every Waterloo neighbourhood, and the age of the subdivision usually tells us what the driveway needs before we arrive. These four groups cover most of the city.

Lakeshore and Beechwood

Back-splits and side-splits from the 1970s and 1980s in the north and west of the city. Many driveways are on their second surface, and a narrow original single drive is often widened at replacement.

Westvale, Laurelwood and Clair Hills

Two-storey homes from the 1990s and 2000s on the west side, mostly with double driveways. These are now reaching first full replacement, usually a peel and pave over a base that has held up well on sandy ground.

Columbia Forest and the newer west end

Newer homes near Fischer-Hallman Road and the Kitchener boundary are at the overlay and sealcoat stage. Where builders left a thin surface, we add an HL3 lift before cracks spread.

Uptown, Northdale and Eastbridge

Uptown streets off King Street have older homes on narrow lots, Northdale is mostly rental housing between the two universities, and Eastbridge near RIM Park has family homes with double driveways and garages.

Landlords

Parking Areas for Student Rentals Near the Universities

Student rental parking near the University of Waterloo and Wilfrid Laurier University needs a tougher build and tighter scheduling than a family driveway. Northdale and the streets around Albert Street and Phillip Street see cars turning on the same spots every day, all year.

Paving between leases

Most leases near the campuses turn over in late April or August, which lines up with our paving season. We give landlords a firm date in advance so tenants can be told when to move cars.

A base that handles turning

Tight multi-car pads take more scuffing than a two-car driveway. We compact 150 to 200 mm of Granular A and roll the HL3 surface hard, then keep cars off for 48 to 72 hours.

Width checked against zoning

Paving more of a front yard for parking can break the City's zoning limits. We check the property's permitted driveway width before quoting any widening.

Permits

City of Waterloo Driveway and Curb Cut Rules

In Waterloo, only the City can approve and cut a curb, which is the biggest difference from Kitchener, where a permit lets the homeowner's contractor do the work. The City also asks to be told before any driveway is paved over a water shut-off valve.

Curb cuts are done by the City

Call the City at 519-886-2310 to book an inspection, then submit the permit form the inspector leaves. The City of Waterloo driveways and curb cuts page lists a $150 permit fee plus $160 per metre of curb, and the City's contractor usually cuts within two weeks of payment.

Water shut-off valve marking

Some Waterloo driveways have the water shut-off valve underneath. The City asks for at least 2 weeks' notice before paving so it can locate and mark the valve, free of charge, and we book that call along with Ontario One Call locates.

Regional roads need a Region permit

Erb Street, University Avenue, King Street North, Weber Street and Bridgeport Road are Regional roads. A new entrance onto one needs a Region of Waterloo access permit, so we confirm the road authority first.

Planning around the curb schedule

Because the City cuts the curb on its own timeline, we set the paving date after the curb work is done. Widening jobs in Waterloo usually need a few extra weeks of lead time for that reason.

Local ground

Paving on the Sandy Waterloo Moraine

West Waterloo sits on the Waterloo Moraine, a ridge of sand and gravel left by glaciers that drains much faster than the clay under much of Kitchener. Driveways here heave less, but sandy subgrade has its own failure modes.

  • Loose sand moves: dry sand shifts under a roller, so we compact the subgrade with moisture before the Granular A goes down.
  • Edges need support: unsupported asphalt edges over sand crumble, so we taper and compact the edges into the lawn line.
  • Soils change block to block: the moraine is not uniform, so we probe the base at every site visit instead of assuming.

The moraine also feeds the wells that supply much of the Region's drinking water. Coal-tar sealers are now banned in Canada under SOR/2025-36, and the sealers we use are coal-tar-free.

We also keep sealer and wash water out of street catch basins, which drain toward Laurel Creek and the Grand River watershed. Work beside Laurel Creek or other regulated areas may need a Grand River Conservation Authority permit, which we check before quoting.

Commercial

Commercial Paving in Waterloo's Business and Tech Parks

Waterloo's commercial lots range from truck courts off Northfield Drive to staff parking in the David Johnston Research + Technology Park. We build each to the traffic it carries and schedule around the people who use it.

Industrial lots on Northfield Drive

Truck lanes and loading pads get 150 mm of Granular A over 450 mm of Granular B, then 60 to 75 mm of HL8 and 40 mm of HL3. Thinner car-lot sections crack quickly under daily deliveries.

Office parks and tech campuses

Office lots are paved in phases in the evening or on weekends so staff can still park. Car-traffic sections are 150 mm of Granular A over 300 mm of Granular B with HL8 and HL3 lifts.

Plazas on Regional roads

Plazas on King Street North, Weber Street and University Avenue need a Region of Waterloo road permit for any work in the road allowance. We apply for it as part of the job.

Service area

Getting to Waterloo From Our Kitchener Yard

Waterloo is 15 to 20 minutes from our Stirling Avenue South yard, via the Conestoga Parkway or straight up King Street. That short drive lets us book Waterloo site visits within 2 to 3 business days and send crews early with hot mix.

We cover the whole city, from Uptown and Waterloo Park to RIM Park on the east side and the Laurel Creek Conservation Area in the northwest. Paving usually follows 2 to 4 weeks after signing, plus locates and any City curb work.

FAQ

Waterloo Paving Questions

These questions come up on Waterloo site visits far more than anywhere else we work.

Do I need a permit to widen my driveway in Waterloo?

You need City approval if the widening changes the curb, and only the City can cut it. Call 519-886-2310 to book the curb inspection, and see the City of Waterloo curb cut rules for current fees.

Can you pave a rental property driveway between tenants?

Yes, and the lease changeover is the best time to do it. A typical rental driveway is a one-day job, then cars stay off for 48 to 72 hours, so a gap of a few days between tenants is enough.

Do you work in Waterloo's industrial and business parks?

Yes, from Northfield Drive to the research and technology park. Our commercial paving crews handle mill and overlay, new lots and truck pads, phased so the site stays open.

Is there a water valve under my Waterloo driveway?

Possibly, since some Waterloo homes have the shut-off valve under the driveway. The City will locate and mark it for free with at least 2 weeks' notice, and we arrange that before we pave.

How much does driveway sealing cost in Waterloo?

Most double driveways cost $250 to $450 to seal before HST. New asphalt should wait about 12 months for its first coat, then every 2 to 3 years.
